State Bankruptcy Discussion Is Not Helpful.

With large and immediate debt obligations weighing down states, some federal lawmakers have begun to consider passing legislation to allow states to declare bankruptcy.  Without going into the details of bankruptcy law, at present, only municipalities can declare bankruptcy through a “Chapter 9” process.  In a nutshell, the idea is to give states the ability to renegotiate contracts with public unions through bankruptcy proceedings and restructure obligations to creditors and pensions.  The idea, presented largely by conservative lawmakers, is meant to be an alternative to a federal bailout of extremely indebted state governments.

Let’s Not Extend the Wrong Program

The Gulf Opportunity Zone bond program, a poor performing bond program, is included in the tax extension legislation that is likely to be passed in the Senate today. Build America Bonds, a successful and more efficient bond program, however, is not.  Mississippi Republican Senators Thad Cochran and Roger Wicker successfully included the GO Zone Bond program in the tax extension legislation.  This is a mistake and the House of Representatives should reverse course when considering the tax extension legislation this week; they should extend the Build America Bond program and think twice about extending the GO Zone program.
